The economic framework is a sensitive topic since it implies clear definition of both A/D SO and in general DTT legislative and technical framework. Key players in this process are service providers and network operators which all seek for the opportunity to develop their businesses and be prevented by any obstruction of existing business. The Panel is intended to address the key challenges to be considered in a changing context like the project Partners’ countries, in particular considering the economic exploitation of the digital dividend on the basis of recent proceedings of WRC-12.

A conducive legal framework is a key prerequisite for fully exploiting the potential of the analogue to digital TV broadcasting switching process: the panel is aimed at discussing one of the main current open issues to be considered in order to improve the legislation in each country that is concerning the DTT frequency licensing.

The technology is continuously evolving and improving in ICT and new opportunities are emerging DTT; it raises, vis-avis such opportunities, the critical issue of keeping updated the broadcasters and the other stakeholders and able to take advantage of the new opportunities. The Panel focuses the future main technology developments in particular related to
DVB-T2, the related opportunities and the conditions required for taking advantage of such improvements.
